Challenges and opportunities in the use of artificial intelligence in public administration
The trend of artificial intelligence is arriving in public administrations, even if this is happening at a slower pace than in other sectors. Today, there are already some public administrations which use artificial intelligence in data analysis, decision-making, fraud detection and irregularities, and the provision of public services. The use of artificial intelligence creates a number of challenges for public administrations that need to be addressed, such as the current lack of transparency, the biases and discrimination, the decrease in guarantees in the processing of administrative procedures, the responsibility for damages caused by the use of artificial intelligence, and its impact on public employment. Artificial intelligence is one of the foundations of intelligent governance; it must include all people in order to contribute to a sustainable development.

Head researcher of the project “Legal Challenges in the Use of Big Data for the Development of Innovation and Effective Administration Through Artificial Intelligence”. State Programme for R&D&I directed towards Challenges of Society (DER2017-85595-R), and for the project “Innovation in the Provision of Public Services, Through Personalisation and Proactive Provision by the Use of Big Data and Artificial Intelligence”, financed by the Public Administration School of Catalonia.
He has researched and published articles and monographs on e-Administration, public transparency and the dissemination and reuse of public information via the internet, the use of artificial intelligence in public administration, public governance and public integrity, and the prevention of corruption.
His most noteworthy publications on the impact of artificial intelligence in public administration and administrative law are “How Do We Open the Black Boxes in Public Administration? Transparency and the Issuing of Accounts in the Use of Algorithms” (Revista catalana de dret públic, no. 56, 2019), and “The Impact of Artificial Intelligence on Administrative Law. New Concepts for New Technical Realities?” (Revista General de Derecho Administrativo, no. 50, 2019).
