The change of paradigm regarding the inclusion of maritime transport in the European emission rights trading system
This paper deals with the analysis of the consequences and risks that the Maritime EU ETS proposal would entail at an environmental, economic, and operational level in European ports. First, the analysis is focused on European ports neighbouring non-EU regions with a significant border component, as different rules prevail. And second, it also focuses on the consequences of a possible relocation of port activities on restructuring transport and supply chains in the EU.

Enrique Martín AlcaldeEngineering doctorate in Paths, Canals and Ports (2008; 2014) and master’s in Shipping Business (2010), both from UPC BarcelonaTech. Completed his training with various masters’ and postgraduate courses in Business (MBA), Project Management, Digital Products and Data Analytics and international stays with TUDelft (Delft, Netherlands) and PNU (Busan, South Korea). Specializes in innovation and digital transformation in the field of port logistics and maritime transport and has over 14 years’ experience, combining research projects, consulting and innovation. In 2017, he joined the engineering and architecture company IDOM, where he works as an innovation and port logistics consultant. Currently occupies the position of Director of the Technical Office of Innovation in the Port Authority of the Bay of Gibraltar, developing technological innovation projects in search of operative excellence and also implementing a system of management and innovation culture. Has been collaborating with the UOC since 2018.
Pau Morales FuscoEngineer of Paths, Canals and Ports (2007) and Doctorate in Engineering and Nautical Sciences (2016) from the UPC BarcelonaTech. Completed his training with international stays at Cardiff University (Wales, UK) and the National University of Singapore (Singapore). Has over 15 years’ experience in research project management, logistics consulting and maritime transport. Specializes in multimodal transport, containers and Short Sea Shipping. Since 2019, he has worked in the department of Business Development in the Port of Tarragona and has collaborated as an Associate Professor at the UOC, Associate Professor at the URV and visiting Professor at the Technocampus of Mataró and the Escola Europea for Intermodal Transport.
